City `s history
The city of Arsenyev is located in the central part of the Primorsky Territory, in the picturesque Arsenyevskaya Valley, bordered by ridges of hills, where the Arsenyevka River rapidly carries its icy waters between the Blue and Eastern Blue ridges of the Sikhote-Alin. Arsenyev occupies an area of 40 square kilometers.
Arsenyev, one of the youngest cities in the Far East, cherishes its past. The first settlers appeared in the Daubihe River valley at the end of the 19th and beginning of the 20th century. Anna Pishchik, who came to these places in 1901, recalls that the most difficult of the miles covered were the last ones. The journey of these people off-road to the “end of the world” was truly a feat. In 1902, three settlements - Semyonovo, Khalaza and Novo-Petropavlovka - were united into one village called Semenovka. The village was first mentioned under this name in the official “List of Villages”. This date is September 21, 1902, and is considered the year of the founding of Semenovka, and on this day the city celebrates its birthday. On December 24, 1952, Semyonovka was given the status of a city, which residents named after the Far Eastern explorer V.K. Arsenyev.
The first shop where you could buy needles, threads, candy and salt opened in Semyonovka in 1907. And four years later an agricultural fair was already held here. In 1912, the primary school accepted its first students.
The social upheavals of 1917 did not spare even such a remote province in which Semyonovka was located. Anuchinsky and Yakovlevsky districts were the core of the resistance of the local population to the policies of the tsarist government of Russia, the white movement and foreign intervention.
The pace of economic development of the Far East increased. The resolution of the USSR Labor and Defense Council, issued on May 26, 1936, on the construction of an aircraft repair plant in Semenovka radically changed the way of local life. In December 1936, a survey party of five people arrived in Semenovka. By the spring of next year, several tent cities had sprung up here. Construction workers were recruited through organizational recruitment and Komsomol vouchers from the western regions of the country. Volunteers came from surrounding villages and coastal towns.
On October 26, 1938, a decree was issued by the Presidium of the Supreme Soviet of the RSFSR classifying the village of Semenovka as a workers' settlement. Mikhail Konev became the first chairman of the village council.
A railway line was built to the village, and a railway station opened in 1940. By 1941, the doors of a secondary school and two seven-year schools, a hospital, a club with a stationary film installation, a bathhouse, shops, and canteens were opened in Semenovka. A nursery building and multi-apartment residential buildings were built.
The war began... About two thousand people went to the front from the small village of Semenovka. The Far Easterners heroically fought the enemy at the walls of Moscow, defended Stalingrad, defeated the enemy on the Kursk Bulge, liberated Ukraine, Belarus, the Baltic states, the countries of Eastern Europe, and stormed Berlin.
With the outbreak of war, the young, not yet strong industry of the village is urgently rebuilt on a war footing. J.V. Stalin sent a telegram to the director with a request to increase the production of Ut-2 aircraft. The plant was the only enterprise in the country that mastered the serial production of these aircraft.
On February 10, 1943, a Decree was issued by the Central Committee of the All-Union Communist Party of Bolsheviks and the Economic Council of the USSR on the opening in Semyonovka). Fatykh Valeev was appointed director of the plant. Under his leadership, the production of mines, grenades, and aerial bombs was launched in a short time. In 1944, the Primorsky Aviation College was opened at the base.
The war is over. Progress began to master the production of the Yak-18 training aircraft and beds using artistic casting. On Askold they learned how to make ship fittings. A vocational school and several new schools, an ambulance station and a veterinary hospital were opened.
The date December 24, 1952 forever entered the history of the city. It was on this day that the Decree of the Presidium of the Supreme Soviet of the RSFSR was issued on the transformation of the workers' village of Semyonovka into the city of regional subordination of Arsenyev. By this time there were 16 thousand inhabitants in Semyonovka. Two large defense enterprises, two small brick factories, and a bakery operated here. There were an aviation technical school, a federal educational institution, one secondary school and several junior high and primary schools. Catering and cultural enterprises were open. Of the 48 streets, 21 were paved. The village increasingly acquired urban features.
In 1959, the executive committee of the city Council of Workers' Deputies approved the general plan for the city's development, developed by Leningrad designers.
In 1965, Arsenyev residents took first place in the regional review-competition on rationalization and invention in construction. It was in Arsenyev that in the same year the school of excellence on the use of small-scale mechanization in the finishing of buildings and structures took place.
In the 50s and early 60s, television began to develop in the region. In 1961, construction of a repeater began on the top of the Khalaza hill - the 120th in the USSR.
The growth of industrial enterprises and housing resulted in a shortage of electricity in the city. Since 1961, the power plant came into operation and became part of the region’s energy system along with the Partizanskaya and Artemovskaya state district power plants. To provide businesses and residential buildings with hot water, the heating plant was expanded.
In the following decades, many new enterprises and cultural institutions appeared in the city. Machine-building and Askold, whose products could be found far beyond the borders of the Primorsky Territory, changed beyond recognition.
The 80s and 90s were marked, on the one hand, by the successful development of completely new Ka-50 helicopters. In 1991, the first production “Black Shark” Ka-50 was lifted into the sky, and already in 1995 these helicopters were adopted by the Russian army. On the other hand, with the collapse of the USSR and a sharp reduction in state defense orders, difficult times came for the city. However, the Arsenyevites overcame them with honor. In 2002, after a long break, the federal center again became interested in Arsenyev’s production facilities.
Today Arsenyev is one of the important industrial centers of Russia. Its calling card is the unique Ka-50 “Black Shark” and Ka-52 “Alligator” combat helicopters. These formidable machines are produced by the aviation industry - the enterprise for which the city was built.
Far beyond the borders of Arsenyev, another city-forming enterprise is known - machine-building. Equipment for marine vessels, agricultural, printing equipment and much more are produced here.
The city has maintained a high level of general, secondary specialized and higher education. The main directions in teaching are economics, management, computer science. The most advanced methods of teaching the younger generation are used here.
The city is proud of its people and achievements in the fields of culture, healthcare, education, and sports. The city has a Palace of Culture, a cinema, libraries, a museum of the history of the city, two stadiums, three health complexes, a children's and youth sports school, a children's circus arts school "Veselaya Arena", music and art schools, and a temple.
Arsenyev differs from other cities in the Far East by its wide straight streets, its green spaces and a special microclimate formed by the aroma of the nearby taiga. The weather here is sunny and calm at any time of the year. The surrounding yew groves, lotus-covered lakes, archaeological sites, ski slopes - all this creates good preconditions for the development of tourism.
Arsenyev is known not only in the region, but also within Russia, he is known for his “flying” products. The glory of the city is created by people, ordinary citizens. It is they who glorified and glorify Arsenyev with their work, their extraordinary, sometimes unique products. The world's best military and civil aircraft and products of domestic shipbuilding. The best food market products in Russia. The highest achievements in education, culture and sports in Europe, the Fatherland and Primorye. The city of Arsenyev continues to develop and grow, and there are many achievements and peaks ahead of it that need to be conquered.
