Sterlitamaksky district

(Russian: Sterlitamaksky districts; Bashkir: Stәrletamaҡ districts) is an administrative [1] and municipal [7] district (rayon), one of fifty-four in the Republic of Bashkortostan, Russia. It is located in the center of the republic and borders the Aurgazinsky district in the north, the Gafuriysky district in the northeast, the Ishimbaysky district in the east and southeast, the Meleuzovsky district in the south, the Sterlibashevsky district in the southwest, the Miyakinsky district in the west, the Alsheevsky district in west and northwest. The county's area is 2,216 square kilometers (856 sq mi). [2] Its administrative center is the city of Sterlitamak [3] (which is not administratively part of the district). [6] As of the 2010 census, the total population of the district was 40,325. [4]

Sterlitamaksky district

Sterlitamak district (Stәrletamak districts), located in the southwestern part of the Republic of Belarus. It borders with Alsheevsky district in the north-west, Aurgazinsky in the north, Gafuriysky in the north-east, Ishimbaysky in the east, Meleuzovsky in the south, Sterlibashevsky in the south-west and Miyakinsky in the west. Formed 20 Aug. 1930 from the volosts of the Sterlitamak canton (see Administrative region). Pl. - 2222 km2. The administrative center is Sterlitamak. Population (thousand people): in 1939 - 70.0; 1959 - 48.9; 1989 - 33.6; 2002 - 37.7. National composition (2002): Russians - 34.2%, Bashkirs - 21.6%, Tatars - 21.6%. The average population density is 17 people/km2. In the region there are 20 village councils, 111 rural settlements, naib. cr.: ss. Naumovka (2.9 thousand people), B. Kuganak (2.6 thousand), Roshchinsky (1.8 thousand), Zagorodny (1.7 thousand). Within the S.r. The city of Salavat is located.

The boundaries of the relief morphostructures are clearly expressed along the river. White: north. h. is represented by the Pribelsky ridge-undulating plain, eastern. - foothills and low mountains of the western slope of the Bashkir (Southern) Urals, southwest. - Common Syrt. In the north, sulfate-covered karst has developed. Center. Part of the district is located within the South Tatar arch, eastern. — Shikhano-Ishimbay saddle. On the territory of the region there are deposits of limestone (Yurak-Tau), brick raw materials: clays and loams (Bairakskoye, East Kuganakskoye, Talalaevskoye), cement clay (Krasnoyarskoye, Michurinskoye), expanded clay (Mikhailovskoye), refractory clay (Talalaevskoye), sand- gravel mixture and sand (Kantyukovskoye, Krasnoyarskoye, Pokrovskoye, Khripunovskoye), oil fields (Urazmetovskoye, Chernigovskoye, Yangurchinskoye). The climate is continental, not sufficiently humidified. Average annual air temperature 2.3 °C, avg. t-ra Jan. -15 °C, July 21 °C. Abs. Max. temperature 38 °C, abs. min. temperature -48.0 °C. Wed-year amount of precipitation 450 mm. The hydrographic network is formed by rivers. Belaya, Ashkadar, Sterlya, Kuganak. Leached, typical chernozems predominate. Meadow steppes and steppe meadows are common. Forest cover - approx. 5%. The fauna is represented by forest and steppe species. Mount Yuraktau, pine and spruce crops in quarter 13 (section 23), pine trees in quarter 16 (23), cedar in quarter 19 (17) of the Sterlitamak forestry are natural monuments.

In 2009, the area of ​​agricultural land amounted to 190.0 thousand hectares (85% of the total area), incl. arable land - 129.3, hayfields - 14.4, pastures - 43.8; pl. forests - 13.2, surface waters - 2.1. The region is part of the pre-Ural steppe zone. S.-kh. pr-tiya [state farm "Roshchinsky", 19 AKH, 12 SPK, incl. collective farm named after M.I. Kalinina, 3 LLC, 19 peasant (farm) farms] specialize in growing grain crops, sugar beets, sunflowers, breeding cattle for dairy and meat production, and pig breeding. Poultry farming is developed. On the territory of the district there are the Sterlitamak experimental production farm, the Sterlitamak variety testing site, a branch of the Bashkirskaya poultry farm (B. Kuganak), a stud farm (the village of Talalaevka), and a forestry enterprise. There are the Sterlitamak Oil Special Materials Plant, Resursenergo LLC, Agrotechservice OJSC (both Zagorodny), Kuganak-Prominvest LLC, Promkeramika LLC (both B. Kuganak), InvestRaiStroyZakazchik LLC (Mariinsky village), LLC “BPS Food Processing Plant” (Sterlitamak), DRSU, etc. The Kuibyshevskaya railway runs through the territory of the region. (section Dema - Tyulgan), highways Ufa - Orenburg, Sterlitamak - Sterlibashevo - Fedorovka, Sterlitamak - Krasnousolsky, Sterlitamak - Raevsky, Sterlitamak - Sterlibashevo - Tyater-Araslanovo. S.r. is part of the southern economic region.

In the area there is the Sterlitamak Agricultural College, a PU, 68 secondary schools, incl. 30 Wed; det. house, 22 preschool educational institutions. institutions, children art school, 2 music schools, 2 youth sports schools, rehabilitation. center for children with disabilities opportunities (Naumovka), Children's Creativity House, young technicians station, 2 teenage clubs; central district and 7 local hospital centers, a medical outpatient clinic, 50 paramedic and obstetric stations, 6 regional ambulance substations, a veterans' home; 2 recreation centers, 40 clubs, 39 libraries. The newspaper “Rural Fields” is published in Russian and Tatar languages.

Either some kind of blatant stupidity and incompetence, or a deliberate provocation, was committed by responsible persons in the Administration of the Head of the Republic of Belarus and the Council of Deputies of the Sterlitamak District in relation to the head of the administration Anvar Abdrafikov

. It’s not even clear whether to call him a current or former official. The fact is that his powers expired on May 8, and the legal appointment procedure was never carried out.

Watching what is happening, doubts arise about the legal competence of Radiy Khabirov’s team. Mistakes are so stupid that they give reason to perceive them not as mistakes, but as intent.

Reached the age limit

May 8 was supposed to be the last working day of the head of the Sterlitamak district administration, Anvar Abdrafikov. He was appointed to this post by district deputies in April 2021, and within a couple of months he reached the age limit for being in municipal service. Without delving into the details of municipal legislation, we note that the powers of district heads in Bashkiria last for the duration of the powers of the local council, but not less than two years. Therefore, although the elections of the current district council were held last year, Abdrafikov’s powers ended in early May of this year.

Let us recall that thanks to the efforts of Radiy Khabirov’s team, made during his leadership of the Administration of the President of the Republic of Belarus, there have been no direct elections of municipal leaders in Bashkiria for many years. However, their appointment goes through a competition and the decision of local deputies. This is clearly stated in Republican Law No. 162 “On local self-government in the Republic of Belarus”. That is, when a place becomes vacant, a competition procedure is established in advance, elections through the district council and the signing of a contract. But while Radiy Khabirov was spending his vacation in warm countries, no one in his administration was concerned about holding elections in the Sterlitamak region. Neither Alexander Sidyakin, nor Ural Kilsenbaev, nor another curator of the district. Well, or the current team is again introducing its “know-how” and now does not even want to deal with formal procedures.

Thus, being in complete prostration from ignorance of the instructions from the White House, district deputies met on May 6 and voted to extend the contract with Anvar Abdrafikov for another year.

The council's decision dated May 6 was published on the district administration's website. The document provides a reference to Part 2 of Art. 19 Federal Law-25 “On municipal service”. According to it, upon reaching the employee’s age limit, a one-time contract extension for one year is possible. But in the case of Anvar Abdrafikov this does not work. Firstly, he reached the age limit back in August 2021. And secondly, his current powers expired not due to reaching the age limit, but due to the expiration of the contract itself. And in this case, the procedure for appointing the head of the administration through competition and appointment by parliamentarians applies.

Are they being “leaked” or are they being framed?

Thus, in fact, Abdrafikov’s presence in the administration of the Sterlitamak region is illegal. The Prosecutor's Office of the Republic of Belarus should intervene here. But we have a completely different question for the Administration of the Head of the Republic of Belarus - who decided to frame Radiy Khabirov so harshly?

Firstly, Mr. Abdrafikov is not just the head of a rural district. He once headed the State Unitary Enterprise "Roshchinsky". This is a very difficult and not poor territory. Secondly, Anvar Abdrafikov’s son serves in the central office of the Russian FSB. Radiy Khabirov knows this very well. Thirdly, Mr. Abdrafikov is one of the key persons in the construction of a kindergarten in the village. Suburban, which became a subject of interest to the security forces: the feds allocated money, and a kindergarten was built on private land. The owner is asking for another 75 million. This is a very murky story with the names of Ufa celebrities and close team members.
