[3] is a municipal formation located in the northeast of the Moscow region of Russia. Within the framework of the administrative-territorial structure, it corresponds to the city of regional subordination of Pushkino with its administrative territory.

The administrative center is the city of Pushkino.

Geography

The Pushkinsky urban district borders with the urban districts of the Moscow region: in the north-west - Dmitrovsky, in the north - Sergiev Posad, in the south-east - Korolev, in the south-west - Mytishchi (and the exclave of Moscow, the village of Akulovo, Eastern Administrative District), in the east — Shchelkovo, as well as with the Vladimir region.

The area of ​​the urban district after the annexation of Ivanteevka and Krasnoarmeysk is 742.49 km².

Hydrography

The main rivers are Klyazma, Ucha, Serebryanka, Skalba, Talitsa, Sumer, Vorya, Vyaz, Prorvanikha, Kokotka, Olshanka. The Vetelka, Makhra, Yakhroma, Metelka, Pesochnaya, Torgosha, Chernichka, Ershovka, and Plaksa rivers also flow through the territory of the Pushkinsky urban district[4].

The main lakes are Lake Travinskoe in Pushkino, Lake Cernskoe (a flooded quarry), Lake of Hope in Eldigino.

The boundaries of the Pushkinsky urban district run along the banks of the Uchinsky and Pestovsky reservoirs.

Climate

The climate in the Pushkin urban district is temperate continental and is influenced by air masses coming from the Atlantic and Arctic. Prevailing winds: northwest and southwest directions[5].

Relief

Pushkinsky urban district is located on the southern slopes of the Klinsko-Dmitrovskaya ridge of the Russian Plain. Absolute heights from 136 m (Lesnye Polyany) to 240 m (Novovoronino). Traces of ancient glaciations have been preserved[6].

Natural and ecological situation of the Pushkinsky district of the Moscow region

Natural conditions

Pushkinsky district, located northeast of the city of Moscow, is part of the Central zone of the Moscow region (near Moscow region) as an independent administrative-territorial entity. The central zone is located within the forest park belt of the city of Moscow, the territory of which is a completely transformed natural-technogenic system.

The natural conditions of the region are largely determined by the physical and geographical location of the Moscow region, its climatic conditions, landscape uniqueness, hydrogeological regime, geomorphological structure, etc., as well as the distinctive features of the region itself.

The landscape appearance of the Pushkinsky district belongs to the Smolensk-Moscow moraine-erosive upland, which is characterized by an erosion-beam network. The relief is slightly hilly and small hilly, the processes of gully erosion and landslides predominate. In the geological section, two main horizons can be traced: Moscow and Dnieper moraine loams; on the surface there is a layer of cover loams. The soils that make up the section of the territory under consideration are characterized by high reliability at the base of structures (with the exception of floodplain and swamp deposits). Jurassic clays are developed almost everywhere. The coal aquifers here are fairly well protected.

The area belongs to the forest subzone of the southern taiga zone. Coniferous-deciduous forests are indigenous and conditionally indigenous. Open areas (glades) are represented by various herbs; along the river banks there is developed meadow and swamp vegetation with bushes and trees of willow, alder and birch.

Characteristic are sod-podzolic and bog-podzolic soils of various mechanical compositions with low natural fertility (humus content is satisfactory - up to 2.5%). The territory under consideration belongs to the district of bog-podzolic, podzolic and bog soils of light mechanical composition of the Meshchera Lowland and to the type of the Russian Plain. The soils of most arable land are quite good in terms of acidity (slightly acidic and neutral). In the Pushkinsky district there are lands with excessive moisture in the soil profile (25–50% of the total area of ​​the district).

Erosion processes are not typical for this area (from 1 to 10% of the area). The territory of the region also has weak manifestations of karst and landslide processes.

Erosion processes are most intensively developed on the slopes of the Klinsko-Dmitrovskaya ridge. Water erosion and lateral erosion of slopes can be traced in the Uchinsky reservoir, located along the southern border of the Pushkinsky district.

Surface waters are represented by many temporary streams (drying up in summer) and small lakes. Quite large rivers in the region are the Ucha River, its left tributary – the Skalba River (the longest) and the Vorya River. The Ucha and Vorya rivers are the right tributaries of the Klyazma River. Smaller rivers, the Vyaz and Olshanka rivers, flow into the Pestovskoye Reservoir, the Severyanka River into the Ucha River (its left tributary).

The territory under consideration belongs to the II zone of temperate continental climate (with relatively cold winters and warm summers). The average monthly temperature of the warmest month (July) is +18°C, the coldest month (January) is 7.9°C.

Fogs, which are associated either with temperature inversions or with radiation cooling, and lead to the accumulation of harmful emissions in the surface layer of the atmosphere, are not typical for the Moscow region. As a rule, they are observed during the cold season.

The amount of relative humidity in an area varies from season to season and from year to year. According to average long-term data, it is 60–70%. The maximum precipitation usually occurs in July, the minimum in February - April. The average annual precipitation is 500 – 600 mm.

The predominant wind directions throughout the year are south-west and west (frequency 15 - 19%). Calm weather in this area, which creates unfavorable conditions for the dispersion of harmful impurities in the atmosphere, is not observed often (average annual frequency - 9%), the highest frequency of calms (17 - 20%) occurs in July-August.

Ecological situation

When assessing the current state of the environment in the area where a residential building is located, in addition to natural features, significant man-made impacts due to various factors should be taken into account. Pushkinsky district is considered a relatively prosperous area of ​​the Moscow region. In general, a rather extreme situation has developed for the Moscow region, associated with the processes of degradation of natural complexes and pollution of land and water sources. These processes primarily affect roadside areas and areas adjacent to man-made objects that have significant emissions of harmful substances into the air and discharges into water bodies.

Forest areas of the Pushkinsky district are assigned to group I and perform water protection, sanitary, hygienic and health functions. As the dynamics of the intensity of forest drying out in the forestry enterprises of the Moscow region shows, in the Pravdinsky LHT the amount of loss of plantings remains practically unchanged (0.01-0.5 hectares/1000 hectares of forested area). At the same time, the share of forest loss from anthropogenic factors is insignificant. The predominant factor in plant death over the past few years has been disease and weather conditions.

According to geochemical assessment, the condition of soils in the Pushkinsky region is considered satisfactory. Soil contamination in excess of the maximum permissible concentration with various substances (copper, lead, manganese, etc.) is typical for roadside lands and areas of large industrial facilities. On the main area of ​​farmland, soil contamination with heavy metals and water-soluble fluorine does not exceed 0.5 MAC, the most noticeable contamination of arable land with lead. The seizure of new territories for dacha and estate development, which has become widespread in recent years, leads to one of the significant types of physical degradation of soils - overcompaction, which leads to a deterioration in the physical properties of the soil cover.

The Pushkinsky district is located in the Vorya River basin, which belongs to the Vorya protected natural and historical-cultural landscape zone, where areas of conditionally indigenous coniferous-deciduous forests and oak forests have been preserved. Due to the high population density in the area, as well as the development of new territories for summer cottages, the number and composition of all animal species has significantly decreased.

In general, in the region, according to the pollution index, surface waters belong to class 3 (moderately polluted). The fourth class (polluted waters) classifies the Vorya River, the amount of pollutants in which does not exceed 1-6 maximum permissible concentrations.

Groundwater pollution, the nature of which is of technogenic origin, is observed in many areas of the Moscow region. Exceeding the MPC for metals is most often recorded for manganese. The water quality of reservoirs used for recreational purposes quite often does not meet sanitary requirements. The constant contamination of water supplies with wastewater is evidenced by the content of nutrients (nitrates, phosphates, ammonia, etc.) in the water at water intakes.

The level of air pollution with the main harmful substances (nitrogen and sulfur dioxides, suspended substances) on average in the region does not exceed the maximum permissible concentration.

Radiation pollution of the atmosphere in the territory under consideration is at the level of the background content of radioactive elements in the air (9 - 17 microroentgens/hour), which does not pose a threat to public health.

On May 6, 2021, the Pushkinsky municipal district was abolished, and all urban and rural settlements included in it (urban settlements Ashukino, Zelenogradsky, Lesnoy, Pravdinsky, Pushkino, Sofrino, Cherkizovo, rural settlements Eldiginskoye, Tarasovskoye, Tsarevskoye) were combined into a new single municipal entity — Pushkinsky urban district. The administrative center is the city of regional subordination of the Moscow region Pushkino[7].

On July 23, 2021, the Pushkinsky district as an administrative-territorial unit of the region was abolished, and in its place a new administrative-territorial unit was formed - the city of regional subordination of Pushkino with an administrative territory[8].

On November 19, 2021, a law was adopted on the unification of three urban districts: Pushkinsky, Krasnoarmeysk and Ivanteevka[9][10][11][12]. On December 30, Ivanteevka and Krasnoarmeysk were reassigned to the city of Pushkino[13], which was additionally confirmed in January 2021[14].

Pushkinsky district

The Pushkinsky administrative district is the largest in area in St. Petersburg (according to this indicator, it ranks second - after Kurortny). It is considered a suburban area: located beyond the Ring Road, in the southern part of St. Petersburg, bordering the Moskovsky, Frunzensky, Kolpinsky districts of St. Petersburg and the Gatchina district of the Leningrad region. It consists of five municipalities: the cities of Pushkin and Pavlovsk, the villages of Tyarlevo, Shushary and Aleksandrovskaya.

Until recently, real estate market participants associated the Pushkinsky district mainly with fashionable low-rise buildings, antique apartments near parks and palaces, and cottages of the dashing nineties.

The main residential buildings in Pushkin and Pavlovsk are brick low-rise buildings from different periods of construction (in Soviet times, there were restrictions on panel construction in the suburbs).

But in our century, the Pushkinsky district has turned into a large construction site: here, mainly in the territory of the Shushary municipal district, many economy-class residential complexes are being built.

Today, the Pushkinsky district is not only a cozy suburb, but also a developing industrial zone, which they are trying to position as a Russian Detroit, and active housing construction on the territories of former state farm lands.

In the 21st century, the region has rapidly become a leader in terms of housing construction volumes in the economy class segment. Massive development of former state farm lands led to the fact that from 2010 to 2014 alone, the population increased by 29 thousand people.

According to some estimates, if the development projects started in our time are implemented, in the foreseeable future the population of the area will double (some expert forecasts claim that by 2021 the population of the village of Shushary alone will be more than 70 thousand people, and in the village of Lensovetovsky it will exceed 30 thousand) .

The main type of apartments presented in the primary and secondary housing markets of the region are small-sized studios, one- and two-room apartments in monolithic brick houses and monolithic panel high-rises.

Due to the presence of large park areas, Pushkinsky District is one of the territories with a favorable environmental situation. But due to massive development, transport problems are growing and the shortage of social infrastructure, primarily kindergartens and schools, is worsening.

The transport situation in the historical part of the region - the cities of Pushkin and Pavlovsk - causes serious discomfort to residents of the cozy suburb. During the high tourist season, the trains that run from the Vitebsky station are overcrowded, and travel on roads from the Moskovskoye and Pulkovskoye highways is difficult.

In 2021, if the subway construction plans are not revised once again, a metro will come to the Pushkinsky district. But this is unlikely to change the transport situation in the area: the Shushary (Southern) station, which should appear simultaneously with the Danube and Prospekt Slavy stations, will be located not in residential areas, but in an industrial zone.

In 2021, the implementation of major investment projects continues: shopping center "Aquarelle" (IMMO AUCHAN), "PNK group" (industrial park), HYPERGLOBUS (logistics), LLC "RIO - Polymer" (processing of secondary polymers) in the village of Aleshino, LLC "Baucenter" RUS" (hypermarket of construction and finishing materials).[23].

Education

The education system of the Pushkin urban district includes 83 educational institutions, of which 34 are municipal secondary schools (including 2 primary schools - kindergarten, 1 primary school, 1 basic school, 3 gymnasiums, 26 secondary schools, one secondary school for students with disabilities health), 3 non-state educational institutions, 42 municipal preschool educational institutions and 2 institutions providing preschool education services under the public-private partnership program, 2 institutions of additional education for children, an Educational and Methodological Center[23].

There are five higher educational institutions in the Pushkin city district:

  • Moscow University of the Ministry of Internal Affairs of Russia named after V. Ya. Kikot (faculty of training employees for economic security and anti-corruption departments)
