Ramensky district

(Russian: Ramenskiy raion) is an administrative [1] and municipal [2] district (rayon), one of thirty-six in the Moscow Oblast, Russia. It is located in the south-eastern central part of the region. The area of ​​the district is 1,397.46 square kilometers (539.56 sq mi). [2] Its administrative center is the city of Ramenskoye. [1] Population: 256,375 (2010 census); [3] 217,939 (2002 census); [8] 153,215 (1989 census). [9] The population of Ramenskoye is 66.2% of the total population of the district. [3]

Geography of Ramensky district


Ramensky municipal district is located in the south-eastern part of the Central Moscow region, more than 40 km from the Russian capital. The area of ​​its territory is 1401.12 square meters. km.

This is one of the oldest administrative-territorial entities in the region. In 2014 he turned 85 years old.

The district has common borders with nine other Moscow region regions: Balashikha, Lyuberetsky, Pavlovo-Posad, Noginsky, Voskresensky, Orekhovo-Zuevsky, Stupinsky, Vidnovsky and Domodedovo.

There are three airports in the region: Myachkovo, Bykovo and Ramenskoye; several highways were put into operation, including the M5 Ural federal highway; two lines of the Moscow railway were laid.

According to its geographical location, the region belongs to the Moscow time zone.

Local authorities

The local government system includes:

  • Head of the region;
  • Ramensky Council of Deputies;
  • District administration and its territorial divisions.

The formation of the deputy corps is carried out every 4 years by universal secret ballot. Based on the same electoral right, the Head of the region is elected. Since 1996, the Ramensky district has been headed by Vladimir Fedorovich Demin.

Subordinate to the local administration are 21 municipalities, including the regional center - the city of Ramenskoye, 15 rural and 5 urban settlements: Bykovo, Udelnaya, Kratovo, Ilyinsky and Rodniki. In total, there are about 240 settlements in the region. The cities of Zhukovsky and Bronnitsy, located in this area, belong to the category of settlements of regional subordination.

Population

Ramensky district is one of the most densely populated regions of the Moscow region. According to 2014 data, over 270,000 people live here. Slightly less than half of them are residents of the regional center - the city of Ramenskoye. In 2012, it was recognized as the most comfortable urban settlement in the region.

Climatic and natural features

The climate of the area can be described as moderate continental. The average annual air temperature here ranges from - 7 to + 18 degrees. The amount of precipitation does not exceed 450 - 550 mm. The rainiest month is July.

The nature of the region is represented by two landscape provinces, the border between which is the floodplain of the Moscow River. The left bank (eastern) part of the region is located on the territory of the swampy Meshcherskaya lowland. In the west of the Ramensky Territory, the hilly terrain of the Moskvoretsko-Oka Plain predominates. A characteristic feature of this territory are numerous ravines and deep river valleys.

The highest point in the area is considered to be the Borovskaya Kurgan, located near the village of Chulkovo. The height of its slope is 65 meters. Today, two modern ski centers are based here.

A dense network of small rivers flowing through the region feeds the main water artery of the region - the Moscow River. At its confluence with its tributaries there are a large number of lakes, the largest of which - Borisoglebskoye - is located in the very center of Ramenskoye.

Minerals

In the region, white limestone has been mined for several centuries, the mineral from which the white-stone Kremlin chambers were built. The presence of rich deposits of special white clay gave impetus to the development of the famous Gzhel porcelain craft; during its more than six-century history, Gzhel experienced different periods. For centuries, Gzhel peasants produced wholesale household items, tiles, and roof tiles. In the 19th century, Gzhel craftsmen invented a new material and a new technology: they produced semi-faience, then faience and, finally, porcelain. Of particular interest were items painted in one color—blue underglaze paint applied with a brush, with graphic detailing. Numerous small factories and large enterprises were engaged in the production of porcelain and earthenware. Here, in close proximity to the settlement of Yeganovo, the second deposit of quartz sand in the region is located.

Folk culture clearly manifests itself in folk crafts. Many crafts have survived to this day, and the products of Russian craftsmen, being a manifestation of folk culture, decorate the interiors of homes both in Russia and abroad. Crafts are primarily functional, but today they are often of a souvenir nature. At the same time, their value remains - after all, they continue the folk tradition.

Flora and fauna of the region

Under the influence of human economic activity, the flora and fauna of the Ramensky region have changed significantly. Many species have disappeared completely, others are on the verge of extinction.

The area of ​​forest plantations has decreased by up to 30%. Today, swampy pine forests predominate in the east of the region, and mixed-grass birch and aspen forests in the west. Indigenous species are represented in separate groups - spruce forests and oak forests. In the area of ​​the Pakhra River, trees whose age is 250 - 300 years have been preserved.

The fauna of the Ramensky region is represented by animal species typical of the Moscow region. These are badgers, stoats, hedgehogs, foxes, raccoon dogs, wild boars, bats, etc. In the south of the region, the steppe polecat and stone marten are found. The creation of hunting reserves led to an increase in the number of hares, squirrels, moose, martens, and deer. In total, several dozen mammals, 11 species of amphibians, a small population of reptiles, and over 170 species of birds have been recorded in the Ramensky district, including thrushes, hazel grouse, bullfinches, woodpeckers, sparrows, magpies, ducks (mallards), scorches and lapwings.

Ramensky district is located in the southeast of Moscow and occupies 150 thousand hectares. On its territory are the cities of Ramenskoye, Zhukovsky and Bronnitsy, as well as 5 urban and 26 rural settlements. Its 250 settlements are home to 210.9 thousand people. Bronnitsy has had the status of a city of regional subordination since 1992, and Zhukovsky since 1952.

Ramensky district is one of the largest districts of the Moscow region. A peculiarity of the geographical location of the region is its proximity to Moscow, which affects the socio-economic development of the region as a whole, including the development of industry, which is the main resource of the region’s economy. In recent years, favorable conditions have emerged for its development. There is an increase in production and consumption volumes, volumes of domestic and foreign investments, and wages of workers. The budget revenues of the Ramensky district, taking into account financial support from budgets of other levels, amounted to almost 2.9 billion rubles.

Compared to 2007, income increased by 602 million rubles, or 26.6%, mainly due to an increase in the receipt of own income. District budget expenditures for 2008 amounted to 3.3 billion rubles and increased by 42% compared to the previous year.

One of the main sources providing employment to the population and the development of the social infrastructure of the region is the production activities of large and medium-sized industrial enterprises. Ramensky district is one of the dynamically developing municipalities of the Moscow region with high scientific potential and a large industrial complex. The industrial structure of the region is diverse. These are enterprises of mechanical engineering and aviation instrument making, food and processing industries, porcelain and earthenware production, building materials, flour milling and printing industries. In total, more than 16,500 people are employed in the industrial sector, which is 36.7% of the population employed in the region's economy. Based on the results of the work of the industrial complex in 2008, the situation in the economy of the Ramensky district is as follows.

In terms of industrial production, the district has been a leader in the Moscow region for three years in a row. Over 12 months, this figure amounted to almost 35 billion 750 million rubles, which is 45.6% more than in 2007. Compared to the same period in 2007, there is an increase in production output by at least 25%. The total volume of products shipped in 2008 as a whole amounted to 25 billion rubles.

Industrial activity in the Ramensky district has 11 economic types. The main share is occupied by: “Production of food products, drinks and tobacco” - 62%; “Production of other non-metallic mineral products” - 9.54%; “Production of electrical equipment, electronic and optical equipment” - 8.44%;

“Production of rubber and plastic products” - 5.15%.

An increase in production volumes and products is noted at such enterprises in the region as: LLC "Ermann"; OJSC "Ramensky Dairy Plant"; OJSC Hochland Russland (dairy products); OJSC Ramensky Instrument-Making Plant (aircraft instrument making); "Ramensky Bakery Plant"; "Rumfood" (production of semi-finished meat products); "KOYA" (production of instant soups); OJSC Ramensky Mining and Processing Plant; Pilkington Glass (flat glass production), Rehau Production (construction).

One of the main factors in the stable operation of enterprises and organizations is the level of wages. A targeted policy to ensure the implementation of the tripartite Territorial Agreement on Social Partnership between the District Administration, the Association of Trade Unions and employers contributes to the growth of wages in the Ramensky district.

As a result, the average salary in the industrial sector in the region in 2007 was 25,424 rubles. In the region as a whole, the average salary for 2007 was 24,553 rubles, which is higher than the regional average.

An effective investment policy remains an important component of the development of industry and the region’s economy. The efforts of the district leadership are aimed at creating a favorable investment climate in order to attract investments in the development of the district, aimed at solving the main task - increasing the level and quality of life of the population.

At the end of 2007, the volume of absorbed foreign investments amounted to 250.1 million US dollars, which is almost 90 million dollars more than last year's result (162.1 million dollars).

A number of large investment projects are being implemented in the region. Using investments from Belgium, extensive work was carried out to fine-tune the technological process at the new enrichment plant at Ramensky Mining and Processing Plant OJSC. The volume of production increased by 2 times and amounted to 1,800 tons of enriched sand for glass factories in the Moscow region and the Russian Federation. In 2007, it produced 20.6 million sq. m. m of flat glass and reached its design capacity. This year's investments amounted to $73.0 million. There are enterprises in the area that provide the population with household, transport, utilities, and communication services. A system of sanitary and resort institutions and rest homes has been developed.

The Yegoryevskoye Highway and the Kazan-direction railway pass through the area. The district has a well-developed intra-district road network. The territory of the Ramensky district is dominated by agricultural land (47.2%). Dairy and vegetable farming is developed, and there is poultry production.

The main impact on the natural environment is caused by emissions of pollutants into the atmosphere, significant water consumption, discharge of contaminated wastewater, and spontaneous dumps of industrial and household waste. There are no large industrial enterprises in the region that can significantly pollute the atmosphere. The main source of pollution is transport. In terms of air pollution indicators, the district occupies an average position among other districts of the Moscow region. Forests occupy 32% of the area of ​​the Ramensky district and have a positive impact on the state of atmospheric air.

The region's population receives almost 100% of its drinking water from artesian wells. In the Ramensky district there is a generally effective drinking water supply system. Numerous analyzes by the district and regional centers of the State Sanitary Service confirm that the quality of groundwater is satisfactory. The vegetation of the region as a whole is characteristic of the center of the European part of Russia: vast areas occupied by forests remain. Work is underway to landscape the city of Ramenskoye and other settlements. The improvement of populated areas is a whole range of work, the responsibility for which is assigned to special services. Second place in the All-Russian competition for the title “The most comfortable city in Russia” among cities with a population of up to 100 thousand people, won not for the first time, serves as proof of the systematic nature of the work they carry out. Ramensky district is among the regional leaders in matters of landscaping yards. As a result, according to the results of the annual competition-review for the title “Quarter of Exemplary Maintenance”, Ramenskoye VET GH took first place, Gzhel VET KH took second place among housing and communal services enterprises serving the territory of rural settlements. There are 80,000 garden plots in the district. The result of the activities of gardeners, in particular, was a huge number of spontaneous landfills. The population's visits to forests have increased, and this has caused littering of forests with food waste, packaging, and exhaust gases. Financially, the district is subsidized, but it covers the necessary expenses for the maintenance of the budgetary sector and municipal property from local budget revenues.

In 2008, the budget of the Ramensky district retains its social orientation - an unshakable priority in recent years. “The main thing for us is social policy,” noted the head of the district V.F. Demin, that is, quality education, including preschool education; healthcare, primarily concern for the material and modern equipment of educational institutions; youth policy, housing and communal services.”
