As part of the training organized by the state development corporation VEB.RF for management teams of one hundred Russian cities, the Armavir delegation led by Mayor Andrei Kharchenko presented a program for the development of Armavir. Its development was preceded by an analysis of the current state of the economy, spatial structure, infrastructure resources and problems, which was carried out jointly with specialists from the Higher School of Economics and the moderator of the Moscow School of Management Skolkovo.

“It was participation in the development program of VEB.RF and the Skolkovo business school that largely allowed us to take a fresh look at the prospects of Armavir, to move away from some stereotypes in management,” said the head of the city, Andrei Kharchenko. “In particular, the development to date Armavir took place separately, as an independent administrative unit. But it was the development program of VEB.RF and the Skolkovo business school that helped us see that Armavir today should be considered as the center of gravity of the agglomeration, which historically developed around the city and has about a million residents. Accordingly, the economic development of the city must be planned taking into account this factor, because it is within the agglomeration that today there are many resources that can be used in the economy of Armavir. Currently, the city team, together with urban communities, has worked out priority projects for the development of Armavir, influencing positive changes in the lives of citizens and improving the socio-economic situation in the city.”
How did Armavir appear?
It was founded by Armenians in 1839. It all started with the fact that they were attacked by warlike Turks, and were haunted by the Circassians and Circassians, who settled on the outskirts of Russian settlements. Therefore, the Armenians decided to create an aul in close proximity to the Russians, and then gave it a simple name - the Armenian aul. A little later, in 1848, it was renamed Armavir. The population of the town consisted only of Armenians.
At that time, the Caucasian War (1817-1864) was going on, and for safety reasons, local residents dug a ditch 2.5 meters deep on three sides of the village, and on the fourth side they were covered by the river. Despite this, the village rapidly began to grow, people settled well in the new place and gradually moved from defense to retaliatory attack. Big projects
To implement the program, it is necessary to modernize the city’s housing and communal services complex, transport, road network, build new comfortable housing, create industrial parks and much more. “For ourselves, we have already identified and worked out the main directions of transformation of the city within the framework of the New Armavir project. The first and main direction is to provide new territories with the necessary infrastructure and resources - networks, electricity, water, gas,” said Andrey Kharchenko.
In particular, the reconstruction of a thermal power plant is planned in Armavir; the cost of the project is tentatively estimated at 11 billion rubles. private investments; to modernize the water supply and sanitation system, it is planned to implement a public-private partnership project worth about 1.2 billion rubles. To remove restrictions on energy supply, it is necessary to build and reconstruct power centers - the total investment volume is estimated at 2.2 billion rubles.
In the field of transport, the program provides for the construction of the Armavir air terminal complex (about 1 billion rubles of investment), renewal of the passenger transport fleet (540 million rubles), and the introduction of an automated traffic control system (27 million rubles).
The construction of new roads in the new territory will require about 1 billion rubles. It is necessary to expand the overpass under the railway tracks in the historical center and industrial zone (investments could amount to about 4 billion rubles), build the Northern Bypass (3.1 billion rubles of budget funds) and overpasses on the federal highway "Caucasus" and along the street. To attract investment and create new jobs, it is planned to commission three industrial parks at once: the Armavir Industrial Park for Advanced Mechanical Engineering, the AGROBIOTECH Industrial Park, and the Armavir Industrial Park. In total, their organization will require about 7 billion rubles of investment with government support. When the plans are implemented, from 1 thousand to 1.2 thousand new jobs will appear in the city.
There is also an environmental section in the “New Armavir” program, in particular, it plans to build solar and wind power plants, a plant for sorting and processing MSW. A green framework of the city will be formed and automated monitoring of the state of the environment will be organized.
Of course, the program also has a social part - the construction of kindergartens, schools and even a student campus. There are also plans to build a regional cancer center, which will be designed to serve about 1 million residents of the agglomeration, and large sports facilities, such as an athletics center.
Projects to change the urban environment include the creation of a unique recreational area in the area of the city reservoir, bank protection measures with the construction of an embankment, and the creation of a comfortable urban environment within the boundaries of the historical settlement of the city as part of the “Old Armavir” project.
“In Armavir there are significant areas on the banks of the Kuban River and the city reservoir for the creation of recreational areas. This will significantly improve the quality of life of citizens, as well as attract residents through the development of the experience economy. As for the historical center of Armavir, we expect that as a result of the project, this part of the city will be unloaded due to the migration of residents to the more comfortable and attractive New Armavir. And on the released territory one of the main zones of urban activity will be created within the boundaries of the historical settlement,” said Andrei Kharchenko.
In accordance with the program, a package of 98 projects for the short, medium and long term has been worked out in detail, sources and amounts of financing have been identified, the expected effect and target results from their implementation have been identified.
Management training program
Armavir is one of 100 cities in Russia that is a participant in the development program conducted by the VEB.RF Development Corporation and the Skolkovo Business School. In total, four cities in Kuban are involved in the program. The purpose of the event is to impart to city management teams the best global practices and knowledge in the field of city management.
The municipal formation of Armavir was represented by the head of the city and his two deputies, as well as the head of the department for architecture and urban planning of the Krasnodar Territory Ilya Pozdnyakov and the deputy head of the department for supervision in the construction industry Mikhail Kuznetsov.
Representatives of VEB.RF and Skolkovo, as well as deputy regional governors, took part in the defense as experts. Kuban was represented by Deputy Head of the Krasnodar Territory Alexander Trembitsky.
Development of Armavir
The population growth was due to the arrival of new settlers, most of whom were engaged in agriculture. But even then the main occupation of the village residents was trade. They made trading journeys, which were very dangerous and cost their lives for many. The main enemies of the Armenians were the Circassians; they often attacked merchants, robbed and killed them. But trade brought great income for the development of the city, so it was impossible to abandon it. It was then that the development of culture began.
When the war ended, capitalist relations began to develop in Armavir, and many reforms were carried out. Reforms aimed at restoring agriculture were of primary importance. Throughout the war they had to live under the threat of attack, so time was spent on strengthening and defense. But, despite this, the population of Armavir only grew.
Historical memory
The city was founded in 1839, when the Chereksogai tribe migrated to the Urup River. At first the settlement was called the Armenian village. From all sides it was in the “embraces” of a huge ditch stretching for 3.5 km. On the one hand, the Kuban River itself stood up to protect the village.
The first settlers lived in 120 families. The tribe followed the rules that the families had before this migration from the mountaintops. The city received its name from the priest Petros Patkanyan, who taught the Armenian language at the Stavropol gymnasium. It is this person who is considered the founder of the village.
The settlement was divided into quarters, each of which housed a separate family. The Vladikavkaz railway “thread” dates back to 1875. The village was transformed into a city in 1914. From 1918 to 1922, the city was greatly depleted by the internecine war between the Armenians and the Bolsheviks. Since then, many changes have taken place, and today this city is famous for its great history and people.
Joining Russia
Around the same time, a military reform was carried out, as a result of which the Armavir people were annexed to Russia. In 1876, they began to build the Vladikavkaz Railway, which later had a huge impact on economic development.
In the same year, an aul called Armavir began to be called a village. Soon the railroad began operating, and trade began to develop rapidly. Various industrial and cultural institutions gradually appeared in the village one after another. But all this happened in the central part of Armavir. Residents of the outskirts worked in the fields and were engaged in agricultural work.
In the 1890s, factories and factories began to open. The population increased due to incoming industrial workers. At the same time, educational institutions began to appear in Armavir. Cinema, theater and even the circus opened. The population of the city of Armavir worked for the benefit of their settlement.
At the very beginning of the twentieth century, the settlement was fully electrified, and many houses had running water and telephones. Cars began to appear. In 1914, the village of Armavir acquired the long-awaited status of a city. At the same time, it was decided to lay tram tracks throughout the city, but had to be postponed indefinitely because the war began.
Support has already been received
According to preliminary estimates, the cost of the New Armavir program is 52 billion rubles. According to the mayor of the city, there is an understanding of the need for its implementation on the part of the regional authorities. “The region supports the development of the city. The leadership of Kuban also sees the development of Armavir exclusively as an agglomeration center with a population of 1 million inhabitants. At the same time, the program presented by the municipality is synchronized with the main goals and objectives of the strategy for the socio-economic development of Kuban for the period until 2030,” concluded Andrei Kharchenko.
The Minister of Economy of the Krasnodar Territory, Alexey Yurtaev, has already proposed studying the program and submitting proposals for its regional support from ministries and departments of the Kuban administration. “We count on state and regional support within the framework of state programs and investments from resource supply organizations. An important area of work should be interaction with potential investors. The administration of the municipality will have to attract them precisely for those development projects that are provided for by the program, allocate land plots, provide the necessary conditions and accompany the projects, providing assistance to investors at all stages. Participation in the program undoubtedly taught us not only to make plans for further development, but also to find reserves and sources for their implementation. Therefore, we are already imagining through what financial and investment mechanisms we will implement the New Armavir program,” noted the head of the city.
Almost half of the required investments - more than 23 billion rubles. — the city plans to attract private investors. “In addition, we expect that VEB.RF will be interested in some projects and will take part in them as an investor,” concluded Andrey Kharchenko.
City life in turbulent times
After the revolution, a brutal struggle for power began in Armavir. At that time, city residents suffered terrible hunger and devastation. This continued until 1922, when the Soviet government gained a foothold in power and the Civil War ended. Gradually the city was restored. The entire city industry began to operate, new enterprises opened, and the first medical institutions were built.
Despite this, Armavir in the Krasnodar Territory continued to develop. The population thinned out after the war, but then began to grow again.
Ten years for development
The program is expected to be implemented until 2031; it is divided into three large stages. According to the mayor of the municipality, at the first stage, scheduled until 2024, it is planned to remove critical resource restrictions that hinder the development of the territory. It is during this period that work will begin on the modernization of utility infrastructure, energy, road construction, etc.
By the end of the second stage (by 2027), industrial parks and new enterprises should be operational, colleges and universities should provide qualified personnel for the growing needs of business, and the market in housing construction will be restarted with an emphasis on improving the quality of life of the population. During the same period, a new air terminal complex should appear.
By 2031, Armavir will become the center of gravity of an agglomeration, including seven municipal districts, with a developed production of advanced processing of agricultural products. “Armavir must turn into a city of sustainable development. In the new territories, we have to, in fact, create a city of a new type - with a new standard of living, with new industries, with a comfortable urban environment, good ecology and new urban services,” noted Andrey Kharchenko.
Post-war time
During the war, almost all of Armavir was razed to the ground, all its factory buildings were destroyed, residential buildings were burned and the railway line was undermined. But the devoted Armavir residents decided to restore their hometown at any cost.
Restoration work was carried out at old factories and new ones were opened, science and culture developed in the city. Institutes and technical schools appeared, libraries and a sports stadium opened.
Armavir began to grow rapidly, new microdistricts appeared one after another, kindergartens and schools were opened in them. The most intensive growth occurred in the 1970s and 1980s. A trolleybus depot was opened at the same time. The employment of the population of Armavir was organized, everyone worked to turn the town into a civilized and picturesque area.
Thousands of new jobs
“Over the past five years, 53 investment projects have been implemented,” continues the mayor of Armavir. — The total investment amounted to 3,930.8 million rubles. The volume of accumulated investments by the end of 2021 is estimated to be 27,989 million rubles. As part of the implementation of projects, more than 500 new jobs were created. Among the projects there are several of the most interesting. This is the launch of the production of a full cycle of assembly of new generation hot water gas boilers BaltGaz NEVA 24 Turbo on the territory of Armavir Gas Equipment Plant JSC. 137.3 million rubles were invested in production development. The creation of a new production facility for the production of polymer construction reinforcement, LLC PG “Avtomatika ZhD”, invested 30 million rubles. Organization of production of construction finishing materials from polystyrene foam, IP Yevtushenko, 150 million rubles invested. Construction of two block-modular boiler houses, three block boiler houses with a total capacity of 2.77 Gcal/h, heating networks with a length of almost two thousand meters and supply utilities. Now the growth of Armavir has slowed down a bit, some factories have stopped operating. In 2002, there was a flood in Armavir. Then many residential buildings went under water. And when the water receded, it was again necessary to restore the city and return it to its former splendor.
