BUSINESS Online learned from Mustafin some details of the project, which will cost 6 billion rubles. Of these, 4 billion are investments by Mustafin himself (60%) plus loans (40%). The remaining 2 billion is expected to be invested by tenants. According to the owner’s calculations, the megamall should pay for itself in 10 years. The name of the shopping center will be familiar to the ears of Nizhnekamsk residents - “Ramus Mall” (Ramus is a derivative of Rafis Mustafin). This is the name of the businessman’s company and the two shopping centers it owns, in Nizhnekamsk and in the village of Krasny Klyuch. The new center is being built in the city center at the intersection of Mira Avenue and st. Syuyumbike. The preliminary completion date for the work is the end of 2021.

The 66-year-old Nizhnekamsk entrepreneur himself is a non-public person. A native of the village of Biklyan, Tukaevsky district, he worked at Nizhnekamskshina in the 1970s, first as a roller apprentice, then as a foreman, and later as deputy chief. In the late 1980s, he was engaged in the supply of imported goods to the Soviet Union. Mustafin opened the first modern commercial store in Nizhnekamsk in the mid-1990s, and built the first shopping center in 2000. Since 2005 he has been a deputy of the Nizhnekamsk City Council.

“Today, the level of shopping and entertainment complexes should be different - consistent with today and tomorrow,” says Mustafin. – We started in 2013. They stopped, looked around, and started designing something new. Now, again, we have looked back - we must look to tomorrow. Initially, the project did not include multi-level parking. We changed it three times and now we are at the finish line.” Let us clarify that the shopping center plot purchased back in 2012 is relatively small – only 4.5 hectares. That is why it was decided to make a multi-level parking with a spiral entrance for 500 cars; another 300 seats will be outside. During the day, shop visitors will leave their cars here, and at night they plan to rent out the space to residents of nearby houses. Such an experience was previously tested in Nizhnekamsk in the underground parking lot at the Olimp shopping center.

THE SELECTION OF TENANTS WAS TRUSTED TO MUSCOVITES

Mustafina's future tenants are already being selected by the Moscow development team "Mall Concept", which, by the way, worked on the concept and content of the Almetyevsk Panorama shopping center. In total, the company’s portfolio includes more than 60 shopping and entertainment centers throughout Russia, but in Nizhnekamsk they are resorting to the services of a developer for the first time: previously, tenants were recruited the old fashioned way, on their own. The names of the already “recruited” tenants and their number have not yet been disclosed. Mustafin himself, meanwhile, sets the goal of attracting brands to the mall that were not yet in Nizhnekamsk (and in Chelny too).

According to our sources, the shopping center is already 70 percent full, if we talk about preliminary agreements. In general, 60% of the area will be given to retail outlets, and 40% to entertainment spaces, including an ice skating rink, a 7-screen cinema, a children's entertainment center, etc. Mustafin also hopes to get a “bath resort”, which may soon be registered in Nizhnekamsk.

Let us remind you that earlier the executive committee announced the construction in the city of “Nizhnekamsk Baths” - a complex with different types of baths and saunas, swimming pools, including for winter swimming in the open air, and elements of a water park. The project belongs to an investor from Izhevsk, who has already built two such centers, one of them in small Votkinsk, where residents from all over Udmurtia now periodically travel. The authorities expect a similar effect from Nizhnekamsk Baths. According to advisor to the city mayor Maxim Speransky , they will further motivate people to come to the new shopping center. Well, this can really become a feature of the Mustafa megamall. However, the “bath” investor was offered three places in the city to locate thermal baths, and he has not yet made a final decision.

At first, the project is designed to stop the outflow of Nizhnekamsk money to the city and Kazan, and then, if not to lure Chelny residents, then to invite residents of Elabuga, Mendeleevsk, Almetyevsk and other cities for shopping - those who previously went to the capital of the Republic of Tatarstan and Chelny for this. Actually, for this purpose they decided to devote almost half of the shopping center to an entertainment format. They will also use a proven method of attracting buyers - free buses from nearby cities in Nizhnekamsk to the shopping center. It is expected that eventually the shopping and entertainment center will receive an average of about 20 thousand people per day. For comparison, the largest shopping center in the city, Olympus, is visited by 5–6 thousand buyers. At the same time, Ramus Mall, according to Mustafin’s plans, can provide employment for about 3 thousand people at retail enterprises. The authorities also expect some growth in small and medium-sized businesses if entrepreneurs open federal franchises.

And yet, let’s outline the general picture of the leading shopping areas of Zakamye. In Nizhnekamsk, the same Mustafin owns 11 key shopping buildings, but four of them can be called full-fledged shopping centers. The largest is the recently built Olimp shopping and entertainment complex (37 thousand sq. m), located on 6 floors plus underground parking. However, there are few federal tenants here: Magnit, Gloria Jeans, Eldorado, Detsky Mir, Frau Market and several others. This partly illustrates the situation with Nizhnekamsk shopping centers: there are a lot of areas, but for the most part they resemble a market, so you have to go to your neighbors and Kazan to buy branded goods. Another large shopping center is the four-story City Mall (20 thousand sq. m) with a cinema of the federal network Cinema 5. By the way, City Mall is one of the few owned not by Mustafin, but by Muscovites. But among the businessman’s trading assets there is Anchor (38 thousand sq. m), the neighboring City Center (12 thousand sq. m) and Bars-1 (20 thousand sq. m). And it is possible that after the construction of the megamall, the Nizhnekamsk shopping centers owned by Mustafin will be re-constructed.

In Chelny, the largest shopping center is the “Torgovy Kvartal” (40 thousand sq. m) with the 8-screen cinema “Cinema Park”. Next comes the Omega shopping center (38 thousand sq. m) and the recently built shopping center at the Turkish Sunrise City housing complex of a slightly smaller size. Several more shopping centers with an average area of ​​20 thousand square meters. m are more likely markets - these are “Tulpar”, “Altyn Ai”, etc. Objectively speaking, Chelny shopping centers are relatively small (compared to Kazan ones, for example; the same popular “Tandem” in the capital looks much more advantageous against the background of Chelny shopping centers , however, this is not the largest mall in Kazan - its area is 67 thousand sq. m). Therefore, Chelny residents, having not found full-fledged formats and many brands, according to the observations of BUSINESS Online correspondents, are forced to go to Kazan for shopping and entertainment. So the new megaproject has a chance to become a new magnet for Zakamye...

BUSINESS Online asked experts to evaluate the project and its prospects. Some talk about a qualitative change in the structure of trade in Nizhnekamsk, others consider investor expectations too high.

– At the moment, the shopping center will occupy second place in Tatarstan after Mega. By and large, this is Mustafin’s first experience. We, the city, want to receive from it (as an entrepreneur, among other things) changes in the structure of trade and its quality. We want to attract previously unrepresented operators to the city.

In Nizhnekamsk, the average income of the population is higher than in Chelny, but retail trade turnover is two to three times lower. What does this mean? That Nizhnekamsk residents are taking money out of the city. How can this be stopped? Only a new quality level of presented tenants and networks. What's the point of opening the same company or clothing store for the fifth time? It is important for us to change the structure of trade in the city. Shopping complexes have categories by class - in Nizhnekamsk now there is class C and lower, but we want it to be A or B.

During construction, will entertainment areas be located no higher than the first floor? A stupid initiative (after a fire in the Kemerovo shopping center "Winter Cherry", a number of experts and State Duma deputies put forward a proposal to place children's entertainment areas no higher than the first floor, some went further and proposed extending similar restrictions to all entertainment areas - editor's note ), which will bury the business -retailers. And then: okay, you placed it on the first floors, but on the fifth floors there will be trade - there is no need to save people there, or what? This initiative will not pass; this is global practice. It provides traffic and purchasing power. If everything changes, the economy of shopping centers could collapse. Who needs this?

– If we talk about “Mega”, then there is the concept of a “super-regional shopping center”, where not only residents of Kazan, but also all of Tatarstan and the nearest republics go. It is clear that the Zakamsky region, in total, is also a million-strong region - Chelny, Nizhnekamsk, Almetyevsk. But 120 thousand square meters in Nizhnekamsk... It’s hard for me to imagine that it will be busy and in demand. You need to understand the concept. If there is a cinema there, it will only be for local residents; people from other cities will not come. There must be something unique there, like a water park. People go to a water park in Kazan because the closest one is in Samara.

I believe that there are many questions about the success of the project. It’s not enough to build it – you need to let it live. Have any marketing studies been conducted for this project? I believe that such a center, which will be the main one in the city, can be created, the only thing is that you need to approach the concept very competently, analyze demand and needs. This should be preceded by a thorough study of the project. There is such a concept as the provision of retail space per thousand inhabitants, that is, how things stand with this in Nizhnekamsk, income level, etc. I wonder if this work was done or not? There are still more questions than answers.

– First of all, this is a question of economics. You can build anything, the main thing is that it is in demand and there is a normal return on investment. 50 kilometers away are Chelny, which already has at least three or four objects of different levels. Nizhnekamsk itself, of course, needs one good object, but still for 30–35 thousand, maximum up to 40 thousand square meters, but definitely not 70 thousand “square meters” (70 thousand square meters are only the retail space of Ramus Mall - editor's note ). In my opinion, this is a lot; there is no such volume among federal operators who are ready either to come directly themselves or to give the rights to franchises. There simply won’t be a tenth of such operators who will be ready to fulfill all the requirements to open branded stores. And to create, relatively speaking, another “City Mall”, only a very large one - for whom is this needed?

Firstly, how many years has it been under construction; it was announced three years ago. Since then, life in our market has become at least no easier, so today this format is very overpriced. It will be very difficult to fill up even if you put all the big operators there, but these are not the ones who pay the big rates. They are used to form the skeleton of the object - the rest is assembled into smaller ones. So, it’s the small ones that are not enough for such a volume. Even if you try hard, lock up H&M or someone else, they won’t improve the economy, but will pay zero and a percentage of turnover. By and large, economic efficiency is not going down the drain, but somewhere into space. It will be more or less possible to recruit anchor tenants, but those who will bring money to the owner...

If the owner came to me, I would not advise him to build such a facility, especially in our difficult times. In the three years that this facility has been under construction, another one has been built. There is another potential owner who is ready to build a facility of 30-40 thousand square meters at the exit from the Family Park. In my opinion, if it is built faster, it will be more successful. So the big project is in danger from this little one, if the little one manages to fix the right anchors. The smaller format for Nizhnekamsk is clearer and nicer to me, I would love to work on it.

Who will go to Nizhnekamsk? Chelny residents do not like to travel anywhere; in this regard, they are quite self-sufficient. The majority of brands have already arrived in the auto city; they cannot be lured away. And if you open another such store in Nizhnekamsk, then there will be no point in Chelny residents going there. And to make a miracle and bring brands that are not in Chelny... Well, we did Sunrise City - it was not easy, everyone had to be separately persuaded, kissed, so that they would agree to come on normal terms. In the end, Sunrise turned out quite well. But they won’t close the store in Chelny and move it to Nizhnekamsk.

The entertainment area, of course, can save anyone. But now it is not yet clear where to put these entertainment zones after the sad events in Kemerovo. In our country now everyone wants to pass a law - entertainment areas are no higher than the first floor. And the first floor is the “fattest” in terms of commerce, what people come for. It turns out that any financial model goes, I don’t even know where. Entertainment tenants are needed to foster customer loyalty to the property, so they do not pay as much as small shops do.

It’s difficult for me to evaluate a multi-storey car park. In my opinion, this is an attempt to take it not even from Kazan, but from Moscow, but the mentality of local people is such that it will take them a long time to get used to tiered parking. It's easier to leave the car somewhere. Remember, in Kazan, in Yuzhny, what kind of parking is there, at Tandem - this is our mentality. There are very few people in the regions who are ready to immediately accept multi-story parking.

Now there is no normal center in Nizhnekamsk, that’s for sure. Look at what the existing ones are filled with. The most decent of them is Essen. But this is not a shopping center, but a store with two or three stores on the side. It’s impossible to say that this is a full-fledged shopping center - it’s probably the prettiest one.
