Historical sketch
Founded as a guard fortress in 1636 on the river. Lomovka (aka Lomova, Lomovaya). The settlement that arose here was called Lomovskaya Sloboda, Posad, then the village of Nizhny Lomov. The name of the river and the city from the Russian lom “swamp, floodplain meadow with hummocks and small forests”, “windfall, blockage of fallen forest”; the definition “lower” indicated the position along the river in comparison with the city of Verkhny Lomov (now a village).
In 1708 it was assigned to the Azov province (from 1725 - Voronezh province), from 1719 to the Tambov province. Since 1780 it has been a district town of the Penza governorship. From 1798 in the Tambov province, in 1801-1928. as part of the Penza province.
In the second half of the 18th century. was one of the largest shopping centers in the Penza region, an annual fair was held. In 1858, peasant S.P. Kamendrovsky founded a match factory (now a plywood factory).
In 1856, in the district town of Nizhny Lomov, Penza province, there were 10 churches, 750 houses, and 23 shops.

NIZHNY LOMOV, a city in Russia, in the north-west. parts of the Penza region, center of the Nizhnelomovsky district. Us. 22.4 thousand people (2012). Located on the river. Lomovka. By the north On the outskirts of N.L. there is the federal highway "Ural" (Moscow - Ryazan - Penza - Samara - Ufa - Chelyabinsk).

Founded in 1635 by decree of Tsar Mikhail Fedorovich by the governor of Krasnaya Sloboda, the good housekeeper F.A. Malovo, as a prison on the Nizhnelomovskaya serif. A tree was erected in the fortress. c. Exaltation of the Life-Giving Cross of the Lord (consecrated, probably in September 1635). Since 1636 the city, from the same year (according to other sources, from the late 1640s) the center of the county. Repeatedly withstood attacks by the Crimean Tatars, Nogais, Circassians, Circassians, etc. On 10/2/12/1670 it was taken without a fight by the rebels during the Razin uprising of 1670–71. In 1701–08 it was subordinate to the Azov Admiralty Department. The district town of Azov (from 1725 – Voronezh; 1708–80), Penza (1780–97, 1801–1928; in 1780–96 Penza governorship), Tambov (1797–1801) provinces. After the “Kuban pogrom” of 1717 it lost its defensive significance. From ser. 18th century a large fair was held in the city (in 1767 - 300 shops, up to 8 thousand buyers). In Aug. 1774 the city (except for the fortress) was taken by the detachment of M. Evstratov (Elistratov), a little later the fortress surrendered to the detachment of Y. Ivanov during the Pugachev uprising of 1773–75; N.L. was seriously injured. From ser. 19th century Industry developed, the largest enterprises being the match factories of S.P. Kamendrovsky (the production was founded in 1858, a factory since 1866; now the plywood factory “Power of Labor”), a wine warehouse (opened in 1902; now a distillery). In 1927, permanent railway traffic was opened. line Vyglyadovka – Nizhny Lomov (passenger service ceased in 2009). Regional center of the Middle Volga region. In 1785 imp. Catherine II approved a plan for the regular development of the city; the last master plan was approved in 1978. Extant: the so-called. powder magazine (traditionally dates back to the late 17th - early 18th centuries, in reality - the cellar of the Nizhnelomovsk district leader of the nobility N. von Berg; 19th century), civil. building 19 – beginning 20 centuries, including the building of the Public Offices (1808–18), the house of the Ponomarev merchants (1864, now the city administration building), the building of the State Bank branch (1869), the house of the Shvarev merchants (1900, now a children's library) , buildings of the match factory of S.P. Near N.L., in the village. Norovka, - Kazan-Bogoroditsky men's monastery. (founded in 1644–48, closed in the 1920s, revived in 2004 as a metochion of the Kerensky Tikhvin Monastery, since 2008 an independent monastery): ruins of the abbot’s building (18–19 centuries).
